Celebrate Mothers: Pass the Equal Rights Amendment

U4E logoThis Mother’s Day, DC’s dynamic duo, Carolyn A. Cook and her mother, Maureen Gehrig Cook of United 4 Equality, LLC, wish for every woman the gift of “Equal Citizenship”.

“The ERA 2015 campaign is dedicated to all the men and women who worked on the ERA in the 1970s to see the ERA in their lifetimes,” says daughter Carolyn. “As America looks to electing its first female president, it is only right she should be a full and equal citizen.

United 4 Equality, LLC (U4E) proposed a new strategy to achieve the Equal Rights Amendment back in 2009 through the federal legislative process.  Their goal was to formally strike down Congress’s deadline and accomplish the ERA in the final three states required for ratification.

Senators Ben Cardin (D-MD) and Mark Kirk (R-IL) are joint sponsors in the Senate and Representative Jackie Speier (D-CA) for the House.

Though the ERA 2015 campaign enters its seventh year, it’s only been in Congress since 2011. Today, it takes off again in the 114th Congress with 25 original cosponsors – or 1/4 of the Senate!

United 4 Equality’s ERA 2015 campaign is guided by the following principle: There is no deadline for equal human rights.

WHAT IS ERA:

The Equal Rights Amendment extends the 14th Amendment’s ‘equal protection’ clause to effectively end sex discrimination under law.

TEXT OF ERA

  • Section 1. Equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex.
  • Section 2. The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article.
  • Section 3. This amendment shall take effect two years after the date of ratification.

ERA HISTORY:

The Equal Rights Amendment was introduced in Congress in 1923. Dr. Alice Paul, a Republican who authored the ERA, held dual doctoral degrees in Cival Law and Economics. She founded the National Women’s Party to lobby for passage of the amendment.

In 1972, 50 years later, Congress ratified the ERA. However, Congress chose to impose a seven-year deadline for state ratifications that ended in 1982.

38 states were needed.  35 states ratified.  Only three (3) states fell short by the 1982 deadline.  The ERA lay dormant for 30 yrs.

New hope arose in 1992 with the 27th “Madison” Amendment’s ratification after 203 years.  A legal analysis sponsored by the ERA Summit at the University of Richmond argued that the ERA’s deadline was not permanent and could be extended again or removed altogether.

In 2001, the ERA Campaign Network, commissioned a survey from the Opinion Research Corporation that found that 96% of Americans believed “male and female citizens should have equal rights”. Eighty-eight (88%) believed that “equal rights should be written into the Constitution”.

ERA REVIVAL CAMPAIGN

In 2009, six state members of the ERA Campaign Network attempted to ratify the federal ERA with no success.

The network’s Washington, DC ERA Coordinator, Carolyn A. Cook, recognized her unique opportunity to assist the unratified states’ efforts in Washington.  She researched and drafted a resolution challenging Congress’s deadline as unconstitutional and therefore should be struck down to allow the last three states to ratify.  Cook was joined by four other representatives from Louisiana, Wisconsin, Michigan and Arizona and her mother.

United 4 Equality Co-Founder and CEO Carolyn Cook recalled, During her divorce, my mother confided that women would not be safe until the ERA was part of the Constitution.  Little did she or I know that she had planted a seed that would germinate 33 years later into our campaign for the ERA’s completion!

ERA 2015 Campaign Kicks Off in 114th Congress With Senate Bill S.J.R. 15

Today, the ERA 2015 campaign kicked off in the 114th Congress with the introduction of our senate bill to remove Congress’s deadline for achieving the Equal Rights Amendment for Women.

Senator Ben Cardin (D-MD) and Senator Mark Kirk (R-IL) are the co-lead sponsors of S.J.R. 15. We are grateful for their bipartisan leadership to allow the final 3 states to ratify the ERA without starting over again with a new amendment.

Our heartfelt thanks to the 25 Senators who became original cosponsors. House companion bill to follow when the House is back in session.
